Two New ADs for Harrogate Agency Harlow Consulting

Harrogate, UK-based qual and quant research and consulting services provider Harlow Consulting has appointed two new Associate Directors, James Legard and Carolyn Black.

Carolyn Black and James LegardThe company was formed in 2019 by Directors Jennifer Brennan and Clare Vokes, and works extensively in the education sector, helping to develop qualifications, standards and apprenticeship frameworks - as well as sectors including construction, heritage and healthcare. The new appointments raise the headcount to ten.

Legard (pictured below) brings experience in social research, construction and heritage. An Oxford graduate with a PhD in architectural history from the University of York, he joins from conservation architecture practice Purcell Architecture where he was a Senior Heritage Consultant and north region heritage consultancy lead. Earlier he worked as an Associate Heritage Consultant at Simpson and Brown in Edinburgh, and in both roles collaborated regularly with Harlow on a series of heritage-related research projects. He also worked for three years as a Researcher and Curatorial Assistant at the National Gallery in London, and for six years at MR firm Pye Tait Consulting, where he focused on vocational skills and training.

Black (pictured top) holds a degree in psychology from the University of Edinburgh and has worked as a social researcher in the fields of public health, education and skills, and children and families. She joins after three and a half years at national agency Skills Development Scotland, and before this spent twelve years rising to Associate Director at Ipsos. She will now take the lead on developing Harlow's growing portfolio of work in Scotland.

James is adept at interpreting complex information to produce clear, actionable recommendations. He's also particularly skilled in the fields of construction and heritage, which are important and growing research areas for us. Her understanding of the needs of the public and third sectors will be especially valuable in forwarding our mission to undertake projects with positive social impacts'.
