FCC to Organise PPM Round Table

The new Chairman of US standards body the FCC has told an audience of minority broadcasters that the Commission aims to bring together the sides in the dispute over Arbitron's PPM. He also acknowledged that his organisation's authority regarding the PPM is 'limited'.

Julius Genachowski, in a speech on Friday to NABOB (the National Association of Black Owned Broadcasters) that the FCC is still 'reviewing the record' as part of the official inquiry launched by his predecessor Michael Copps. The inquiry was justified by the need to ensure biased PPM data did not 'impact the integrity of agency analyses and trend reporting, and thus policymaking' and Genachowski said its authority was limited over 'the core issue' of undercounting minority audiences.

He added that he would ask the Media Bureau to put together 'a roundtable with different stakeholders in this debate in the near future to try to reach greater understanding and perhaps resolution of issues in disagreement.'
