Handheld Computers for Census Test
Beginning next weekend, US Census Bureau workers on the 2004 Census Test in Georgia will use handheld computers instead of paper and pencils. Enumerators following up non-responder households will input their answers direct and submit completed questionnaires electronically to their headquarters in Suitland, MD.
According to Atlanta Regional Director James F. Holmes, the use of handheld computers to replace paper maps, paper lists and paper questionnaires is the biggest change being trialled. The new approach, to be used in Colquitt, Thomas and Tift counties in the south west of the state, is designed to improve productivity and reduce the high cost of paper questionnaires in the follow-up phase, ensuring a more cost-effective and accurate 2010 Census.
Security measures to protect respondents' data include electronic barriers, encryption, dedicated telephone lines and stiff penalties for Census Bureau workers who breach their oath of confidentiality - namely a maximum of five years in jail and a $250,000 fine. Holmes says the workers, hired from the test communities, will carry 'easily recognizable, official identification cards and an official Census Bureau tote bag.'
