Flat Year for Ipsos
Ipsos has announced full year 2025 results, with revenue of EUR 2,525 million, up 3.4% as reported, but relatively flat (+0.6%) in organic terms.
The group cited 'uncertain political context across several geographies, combined with tighter budgetary constraints for governments' as reasons for a slowdown in Public Affairs revenue, and consequently group performance, and says that this level of growth 'remains below our ambitions.' The company has already revealed a strategic plan to address this, and begun its implementation: this includes accelerating the development of Globally Managed Services (GMS), as well as targeted investments. In addition, Ipsos.Digital, which already supports part of the GMS, will further enhance its offering with new services starting in 2026. Ipsos is targeting average organic growth of 3% to 4% over the 2026-2028 period, and says it expects to reach organic growth of 2-3% in 2026.
Revenue by Quarter

During the last fourteen months the company has acquired infas and The BVA Family; appointed Jean Laurent Poitou (pictured) as its new CEO; marked the resignation of founder Didier Truchot from his position as Chairman, for health reasons, effective from this coming weekend; and appointed Laurence Stoclet as President.
Performance by region

The BVA Family and infas acquisitions helped EMEA growth to a total of 12%, with organic growth of 2.0%, despite a decline of more than 3% in France, due to the political and budgetary environment.
Revenue was flat in The Americas (organic growth of 0.3%), with the US political context 'weighing on Public Affairs activity' throughout the year - this service line declined 15%, while others delivered organic growth of close to 2% for the year.
In Asia-Pacific, Ipsos' activities in China are stable in a contracting market, but unfavorable foreign exchange effects as well as reduced Public Affairs spend in ANZ and India led to an overall decline in revenue.
Performance by Audience

Organic growth of 2.1% in the consumers, clients and employees service line, and 2.4% in doctors & patients was offset by an 8% organic decline in research among citizens, with France and the US the worst hit.
The Ipsos.Digital platform continued its strong growth (27% in 2025), with an operating margin level approximately twice that of the Group's other activities.
