Media research veteran Bill Harvey has died after a short illness, aged 84. His work over 60 years helped to shape the measurement and understanding of TV and OOH audiences.
Harvey was Head of Strategy for the American Research Bureau in the early 1960s, and helped to establish a geographic framework for the study of television markets, developing the concept of the Area of Dominant Influence (ADI). The company changed its name mid-decade to Arbitron. He also worked as a media research professional for Grey Advertising, Kenyon & Eckhardt and Interpublic, pioneering the development and use of media optimizers.
The first of several companies Harvey established was New Electronic Media Science (NEMS), in the early 1970s. This was a marketing and media consultancy working with agencies and advertisers, cable operators, networks and Hollywood studios: it was also involved in the development of digital out-of-home media, running feasibility studies for television and computer screens in malls and other public places, in the late 1980s.
Harvey was joined at NEMS by Leonard Matthews, former CEO of Leo Burnett, and President of Y&R and of the 4As. At the prompting of - and with investment from - IBM, the pair set up Next Century Media (NCM), an advisory company which helped lead the development of addressable television advertising and interactive media measurement standards, working with the leading ad organizations including the ARF. For this, Harvey originated and drafted the CASIE Principles, which helped establish industry privacy standards, while NCM also invented and patented a system for targeting television ads to individual homes.
After setting up and running a Research unit for OpenTV, he teamed up with Mark Lieberman to found TRA, which connected set-top box and digital clickstream data with purchase data at the household level, helping to establish a model for linking ad exposure to business results - the firm was acquired by TiVo in 2012 for around $20m. Despite entering his eighth decade, Harvey continued to work and to innovate, co-founding a neuro-motivational intelligence company, RMTLabs, focused on helping advertisers to achieve 'resonance' - he served as Chairman and Chief Research Officer.
When RMTLabs launched a neuro-motivation targeting platform as recently as May this year, Harvey summed up a lifelong belief in advertisers' need for a rich understanding of their audience: 'Every human action is fueled by deep-seated motivations, the why behind every buy. If an ad doesn't connect to what drives a person, not just emotionally but motivationally, the brain filters it out, even when attention is paid.'
Harvey was honored with the ARF Great Mind Award in 2008, and with the same organisation's inaugural Erwin Ephron Demystification Award, in 2014. He was inducted into the Market Research Council Hall of Fame in 2018, and awarded a Science and Technology Emmy in 2022, for his pioneering development of technologies to collect granular television viewing data for measurement, marketing and advertising, while at NCM.
