Publicis Completes LiveRamp Acquisition

November 2 2026

Marcoms group Publicis has closed its acquisition of LiveRamp, allowing it to create what it calls an 'end-to-end plug-and-play AI growth engine.'

Scott HoweLiveRamp is headquartered in San Francisco, employs around 1,300 people and reported annual revenue up 9% to $813m in 2025. The sale to Publicis, for a total enterprise value of around $2.2 billion, was first announced in May, raising eyebrows as both a bold move and a complex one given LiveRamp's work with some of Publicis' major competitors. Shareholders voted overwhelmingly in favour of the sale in August, but the companies only came to an agreement with the FTC two weeks ago, guaranteeing the long-term 'neutrality and independence' of LiveRamp's model. The agreement, based on assurances proactively put forward by the companies, requires them to preserve clients' ability to use LiveRamp's products and services independently, with non-discriminatory access to its products and services, maintenance of an open ecosystem subject to periodic independent audits, and absolute confidentiality and control of data for clients.

The combination brings LiveRamp's collaboration platform together with the identity tech of Publicis' Epsilon subsidiary, allowing users to enrich their data, activate across the full media ecosystem, personalise content, measure business outcomes, and generate proprietary intelligence for their agents.

Publicis says it can now plug a Connected Data and AI Network into clients' own environments, delivering two key benefits: Immediate Scale & Activation, with clients natively enriching their first-party data with RampID and Epsilon's Identity, and activating it directly across LiveRamp's connected ecosystem of publishers, data partners and others; and Frictionless Data Co-Creation, using enterprise-grade clean rooms and zero-copy capabilities to facilitate collaboration with retailers, streaming platforms and brand partners.

'Clients are at a point in their transformation journey,' says Publicis Chairman and CEO Arthur Sadoun, 'where they need to simultaneously run and reset, to deliver growth today while fundamentally rebuilding for the AI agents of tomorrow. Right now, they are trapped between two bad options: surrender their data to walled gardens for easy scale, and lose control. Or hire an army of consultants to build custom pipes, and lose time and money. Our answer is the industry's first AI growth engine, combining the speed, simplicity and instant results of plug and play, with full ownership and control, so clients can drive business impact without giving up autonomy over their data, their technology, or their future.'

Scott Howe (pictured), CEO of LiveRamp, adds: 'Joining Publicis allows us to give clients a foundation to scale agentic marketing with complete data ownership and control. Together, we will give our clients the AI engine they need to deliver instant business results, and power their agentic frameworks today and for the future.'

Publicis has a presence in more than 100 countries and employs around 114,000 professionals. Web site: www.publicisgroupe.com . LiveRamp's online home is at www.liveramp.com .
