Richards is New Ofcom COO

UK telecoms and media regulator Ofcom has promoted former Downing Street media policy adviser Ed Richards to the role of Chief Operations Officer, with responsibility for market research and consumer policy. Three other senior appointments have also been made.

Richards was previously Senior Partner for Strategy and Market Developments at Ofcom, and led the recent review of public service broadcasting. In his new role, he will integrate strategy, economic analysis, consumer policy, market research and business planning with financial, resource and people management. He will also oversee the Secretariat and Ofcom's role in the Nations and Regions.

The restructure, designed to make the organisation more efficient, also includes the appointment of Kip Meek as Chief Policy Partner with responsibility for Ofcom's international strategy. Peter Ingram becomes Chief Technology Officer, leading the Technology and Spectrum Operations Group and responsible for Ofcom's Field Operations team and Contact Centre. Philip Rutnam, previously Partner for Competition and Strategic Resources, is now Partner for Spectrum. All four will report directly to Ofcom Chief Executive Stephen Carter.
